Summary

Operations Manager – Inspection Technology reports to the PIC Operations Manager and is responsible for program execution and coordination in support of Customs and Border Protection Inspection Technology programs. In completing these duties, the Operations Manager is responsible for the effective use of resources in meeting the requirements of providing quality maintenance, logistics and relocation services. Manages the activities of maintenance, relocation and logistics personnel in meeting program goals and statement of objectives requirements.

1. Plans, directs and coordinates the activities across divisions assigned to this directorate.
2. Determines, monitors and reviews all directorate activities to include cost, operational budgets, staffing requirements, subcontracts and mitigation of risks.
3. Responsible for the direction and compliance of maintenance, logistics and relocation elements of prime contract and subcontracts.
4. Directs activities of assigned personnel through coordination with division managers.
5. Directs procurement and management of program supplies, repair parts and equipment and training materials through division managers.
6. Assists in resolution of contractual issues through coordination with the PIC Operations Manager, PIC Director and Contracts Manager.
7. Ensures compliance with environmental, safety and security requirements.
8. Review technical documentation and provides requested/required reports to customer and corporate elements.
9. Perform onsite System Inspections and Evaluations. Performs quality inspections and ensures superior quality results through coordination with Quality Assurance personnel.
10. Plan, direct and manage special engineering projects.
11. Prepares subcontract Statements of Work, basis of estimate preparation and assists in negotiation of subcontract with Contracts Manager.
12. Prepares Activity Management Review data for presentation to customer and corporate elements. 
13. Serve as ISO 9001:2000 management representative.
14. Travel to US or International Ports may be required.
15. May be exposed to chemicals related to office equipment
16. May be required to visit customer sites occasionally resulting in exposure to extreme heat or cold conditions.
17. Other duties as assigned

Supervision
Responsible for directing and tasking team members, establishing performance standards and objectives and conducting regular performance appraisals.  Supervise, schedule, train, mentor and assist staff with professional development.

Minimum Qualifications

Education and/or Experience
Bachelor’s Degree in Engineering or other related technical discipline with advanced degree or documented experience in business or finance.  A minimum of 10 years of progressively responsible experience in Government contracting with a minimum of 5 years in operations management is required.  Recent and verifiable operations and maintenance experience on contract similar in size and scope of the Prime Integration Contract.

Computer Skills
• Proficient in all Microsoft Office Suite applications.
• Familiarity with Costpoint desired
• Maximo CMMS knowledge desired.

Certificates, Licenses, Registrations, Clearance:
• Ability to obtain and maintain the requirements of a Treasury Background Investigation
• Valid drivers license
• Valid US Passport
• PMP Certification desired

During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
