Background information: The Defense Contract Management Agency (DCMA) is an independent combat support agency within the Department of Defense. Industrial Specialists at DCMA provide technical assistance and guidance to DCMA Contract Management Offices (CMOs). DCMA Industrial Specialists work on projects involving a wide variety of products and services for the military, including all types of aircraft, ships, ground vehicles, and weapons systems, as well as logistics, food, fuel, clothing, information technology, and outsourced services.
Description of Opportunity: As an Industrial Specialist your work may involve operational system analysis or developing, analyzing, and coordinating industrial base capability surveys and studies and preparing technical methods or approaches to be followed in resolving problems that are not covered by agency guidelines. You may prepare risk management plans to document program execution risks. You may be responsible for conducting pre-award surveys to determine a contractor’s capability to execute a contract. Your duties will encompass a wide range of major weapons system, component, subsystem, and material acquisitions, such as antimissile systems, space missiles and vehicles, telemetry, remote sensing, navigation guidance and propulsion subsystems, and command and control systems. These are procured principally under multi-year, multi-tier, cost-reimbursable contracts. You may be involved in conducting Industrial Capability Surveys and/or conducting financial and manufacturing surveys for the industrial base assessment process, with full authority and responsibility for the collection and validation of data. You may also be required to perform Integrated Systems Evaluations, serving as the Operating Analyst on a Program Support Team monitoring cost and schedule tracking for one or more programs, including in-depth technical evaluation for the program’s progress relative to cost and schedule objectives. In the event that a contractor’s internal systems fail to provide the needed data, you may be required to generate a comprehensive Program Surveillance Plan to provide the required information. You may also conduct earned value assessments using contractor cost, schedule and technical performance data.
Industrial Specialists may be assigned to various locations throughout the United States and in some foreign countries—wherever contract products and services for the Defense Department are produced and delivered. These assignments can change from time to time.
