Background information: The Defense Contract Management Agency (DCMA) is an independent combat support agency within the Department of Defense. Information Technology Specialists at DCMA provide technical assistance and guidance to DCMA Contract Management Offices (CMOs).  DCMA Information Technology Specialists work on projects involving a wide variety of products and services for the military, including all types of aircraft, ships, ground vehicles, and weapons systems, as well as logistics, food, fuel, clothing, information technology, and outsourced services.

Description of Opportunity:  The work involves analyzing, evaluating, and providing technical assessments of all computer software engineering aspects of the system software development process on major weapon systems, software system and/or subsystem acquisitions. The work also involves analyzing a variety of problems, situations and questions associated with the specialty area of computer software analysis, design, development and implementation. The work requires experience and skill in computer software developmental technologies and digital electronics and includes a complete review of systems level software requirements and analysis, distribution, and traceability of the requirements into evolving computer software configuration items. The work might also involve providing technical guidance, advice and assistance to organization personnel by supporting a full range of hardware and software applications including personal computers, and network servers. May provide end-user support, trouble shoot problems and implement changes in assigned areas. Also may be required to diagnose system failures to isolate the source of problems between equipment, hardware components, and software applications and implement corrective actions.

As an Information Technology Specialist, you will be responsible for providing expert analysis, design, development, testing, and delivery of complex software systems to Defense, non-Defense, and foreign government customers.

Among other duties, you may be required to:

4 Develop, recommend, and implement risk management activities.

4 Interpret technical requirements, provide technical recommendations and guidance, and perform evaluations on procurements.

4 Serve as an advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing, and embedded real-time software systems for assigned procurements.

4 Perform technical surveillance of contractor systems and software controls, by performing independent audits, and participating in technical interchange meetings and reviews.

4 Provide independent verification and validation of software metrics, such as execution time and memory budgets for programs, routines, systems, etc.

4 Perform and advise on technical aspects concerning pricing of contractor proposals, including award fees and engineering proposals.

4 Maintain competence in software development by reviewing technical periodicals, attending applicable seminars, and participating and Government and industry-wide computer software working groups and conferences.

4 Participate in integrated product teams as part of integrated process and product development efforts.

Information Technology Specialists may be assigned to various locations throughout the United States and in some foreign countries—wherever contract products and services for the Defense Department are produced and delivered. These assignments can change from time to time.

Required Experience:  One year and above directly related such as experience in the  principles and practices of computer software design and current, state-of-the-art software developmental methodologies, techniques, processes and procedures including the techniques for software development as applied to software developmental contracts, in order to participate in the design and development stages of software needed for computer/computer supported equipment which is under Government contract.  Also, experience that revealed technical knowledge and understanding of a full range of computer systems including microprocessors, embedded processors and large-scale computers and different types of operating systems in order to review test plans and procedures and to assure that the software meets operational requirements.  Also could be involved in IT systems and support such as LAN administration technical assistance and guidance.

 

Required Education:  Baccalaureate degree preferred along with specific course work in  computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
