Description:Background information: The Defense Contract Management Agency (DCMA) is an independent combat support agency within the Department of Defense. Contract Price/Cost Analysts at DCMA provide technical assistance and guidance to DCMA Contract Management Offices (CMOs) at all stages of contracting. They evaluate all elements of contract administration services to determine overall effectiveness of organization operations. DCMA Contract Price/Cost Analysts work on contracts for a wide variety of products and services for the military, including all types of aircraft, ships, ground vehicles, and weapons systems, as well as logistics, food, fuel, clothing, information technology, and outsourced services. Description of Conducts extensive in-depth analytical and judgmental evaluation of each element of the contractor's proposal. Recommends agreement or disagreement with the proposed amount together with the reasonableness or unreasonableness of the cost. Establishes a comprehensive pricing objective prior to negotiation. Advises and participates in negotiations of Cost Accounting Standards (CAS) issues. Monitors contractor's cost control systems and practices. Reviews and participates in negotiations of forward pricing rate agreements (FPRAs) and final overhead rate settlements. Assesses the financial capabilities of current or prospective contractors. Prepares reports for the contracting officer addressing the contractor's financial condition and capability to perform contracts to completion. Contract Price/Cost Analysts may be assigned to various locations throughout the Contract Price/Cost Analysts work in teams, so that experienced personnel are available to help newcomers with information and advice. In some cases the members of a team may work in different locations. Required Experience: One year and above directly related such as experience with contract price/cost analysis principles, methods, techniques, and procedures to analyze, evaluate, and participate in or conduct negotiation of various cost elements contained in contractor proposals. Required Education: Baccalaureate degree along with specific course work in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree.
