Description:Background information: The Defense Contract Management Agency (DCMA) is an independent combat support agency within the Department of Defense. Property Management Specialists at DCMA provide technical assistance and guidance to DCMA Contract Management Offices (CMOs). They evaluate all elements of industrial property management services to determine overall effectiveness of contracts and organization operations. DCMA Property Management Specialists work on projects involving a wide variety of products and services for the military, including all types of aircraft, ships, ground vehicles, and weapons systems, as well as logistics, food, fuel, clothing, information technology, and outsourced services. Description of Reviews and approves the use of sophisticated property control systems to manage a variety of industrial plant equipment and property. Identifies risk to the Government through application of professional business judgment and risk-based assessment techniques in order to determine the appropriate type and level of surveillance. Determines the appropriate method for the testing of each property control function and conducts property control system analyses accordingly. Reviews contracts for special disposal provisions; conducts plant visits; makes pre-inventory scrap determinations, verifies inventory, and performs allocability reviews; also, attends pre-award and post-award conferences and formal sale bid openings. Participates in meetings with contractor personnel and provides advice and assistance to contractors to resolve highly complex problems in establishing adequate property control records and controls, consistent with contractual terms and established Government policy. Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged, or destroyed, or when there is evidence of unreasonable use or consumption. Reviews and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill contractual requirements. Upon termination or completion of contracts, performs a final review to determine that disposition of all property has been accomplished, properly documented and recorded. Most Property Management Specialists work at a desk, primarily in one office, and meet with contractors there for contract negotiations and reviews. Required Education: Baccalaureate degree preferred but not mandatory along with specific course work in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.
