Description:Background information: The Defense Contract Management Agency (DCMA) is an independent combat support agency within the Department of Defense. Engineers at DCMA are responsible for assuring contract technical performance and the inspection, testing, and acceptance of products, supplies, and services being produced by the nation’s defense contractors. Description of They are responsible for providing professional advisory and consulting services and reviewing capability to procuring agencies, operational areas, and support personnel. They develop, prepare, and implement a plan(s) for providing support to Program Management Offices (PMOs) on contracts. These plans serve as the basic tool for assessing and reporting on contractor's cost, schedule, and technical performance. They serve as Program Integrator (PI) relating to earn value management system (EVMS). They investigate and analyze operations to determine cause of performance deficiencies. They work on contractor value engineering and cost reduction efforts. They work with teams investigating contractor schedule or quality performance problems. They are responsible for providing engineering technical support for the administration of contracts assigned and working with the buying office program/project managers, and contractors to evaluate and develop recommended solution to complex technical problems. They are assigned technical oversight duties for weapons, space and support hardware system and components during various phases of development and production. They perform and analyze costs proposals, value engineering change proposals, Cost Schedule Control Systems activities, engineering management surveys, facilities requirements, pre-award surveys, work measurement system applications and the adequacy of contractor's management systems and procedures. They perform EVMS maintenance and surveillance of contractor Performance Measurement System (PMS) and specific contracts. They provide surveillance of contractor design/development engineering efforts. They monitor and evaluate the work of contractors who produce and deliver a wide variety of products and services for the military, including all types of aircraft, ships, ground vehicles, weapons systems, food, fuel, clothing, information technology, and outsourced services. Engineers occasionally work in teams, so that experienced personnel are available to help newcomers with information and advice. In some cases the members of a team may work in different locations. Required Experience: One year and above directly related such as experience with engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability and knowledge of the theories, principles, practices, and techniques of a variety of engineering disciplines; and, skill in communication. Required Education: Baccalaureate degree in engineering or specific course work in engineering and specific areas of mathematics, science or physics in combination with experience as evidenced by engineering certifications and related written testing.
