Responsible for all aspects of business development: the identification, qualification, positioning, and capture of new business.  
Responsibilities include:
• Ability to assist management in strategic planning
• Ability to identify the “white space”; i.e. the business areas not currently served by the organization (new technology/solutions to current customers, new customers with current technology/solutions; new technology/solutions to new customers)
• A successful track record for outstanding Customer Service/Satisfaction and the ability to interact with clients at all levels of the client organization
• A successful track record in actual preparation of major competitive proposals, white papers, and briefings
• Ability to negotiate work share with primes or subcontractors
• Effective team builder and team player, especially in a matrixed environment. 
• Fosters collaboration across organizational boundaries including other Business Units and Corporate Staff Organizations (Finance, Product Sales, Marketing, and Process Improvement)
• Demonstrated and exceptional commitment to Business Development Process Improvement including target identification and qualification, capture management, proposal development, Business Development metrics and measures of effectiveness
• Exceptional communication skills: written, oral, and listening.  Effective communication in a one on one setting, as well as in a group
• An ability to interact, communicate effectively, and understand Technical and Business requirements and solutions both inside and outside the company
• Aids in the negotiation of contracts and contractual changes and coordinates preparations of proposals, plans, specifications, and financial conditions of contracts
• Possesses proven track record developing new business and expanding work in the federal DoD / Intelligence Community business area.  Performs business development to grow existing work and seek out new opportunities for the company to prime or subcontract IT related procurements.  Seeks and executes new teaming or partnering agreements.  Performs sales calls to introduce the company’s capabilities to new customers.
• Participates in Company Program Reviews, New Business Reviews, and Strategic Planning
• Supports Fulcrum IT’s ISO 9001:2008 effort

Requirements:

Current Security Clearance
Knowledge of Federal DoD / Intelligence Community Accounts environments. 
• Understanding of the environment in the DC/metro area Departments
• Proven track record winning new business
• Demonstrated ability to identify and qualify opportunities and develop capture plans and proposals.
• Strategic thinker, with the ability to create and execute strategies that lead to new business, as well as assisting management in strategic planning.
• Demonstrated experience managing all aspects of a business development organization to include proposal services, sales teams, and budget / operational management.
 
Specific qualifications include:

• Bachelor’s degree with 10 to 12 years of project management experience
• Master’s degree with 8 to 10 years of project management experience
• Excellent written and verbal communication skills
• Strong record of winning new business
• Good diplomacy skills with customers, partner companies, and employees
