The senior program manager will oversee people, manage budgets, serve as Fulcrum IT’s high-level representative to customers in the Norfolk/Hampton Roads area, and provide vision for projects. Responsibilities include:
• Coordinates and monitors the scheduling, pricing, and technical performance of company programs
• Aids in the negotiation of contracts and contractual changes and coordinates preparations of proposals, plans, specifications, and financial conditions of contracts
• Possesses proven track record developing new business and expanding work in the Norfolk/Hampton Roads area. Performs business development to grow existing work and seek out new opportunities for the company to prime or subcontract IT related procurements. Seeks and executes new teaming or partnering agreements. Performs sales calls to introduce the company’s capabilities to new customers.
• Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to the program from various sources: Fulcrum IT, subcontractors, etc.
• Ensures project deliverables are delivered on time and within budget
• Ensures customer satisfaction
• Ensures projects are completed on time and within budget
• Acts as advisor to program team regarding projects, tasks and operations
• Possesses a good understanding of software development life cycle methodologies, information assurance, asset management and testing
• Participates in Company Staff Meetings, Program Reviews, New Business Reviews, and Strategic Planning
• Supports Fulcrum IT’s ISO 9001:2008 effort
Requirements:
A current minimum Secret clearance
• Knowledge of the Navy/NAVSEA environment.
• Knowledge of the NASA or Air Force experience a plus
• Understanding of the military environment in the Norfolk/Hampton Roads area
• Willing to work direct labor, manage personnel, and develop new business
Qualifications:
• Bachelor’s degree with 10 to 12 years of project management experience
• Master’s degree with 8 to 10 years of project management experience
• Excellent written and verbal communication skills
• Good diplomacy skills with customers, partner companies, and employees
• PMP certification desired
