Job Description and Duties
Under the direction of the Division of Adult Parole Operations (DAPO) Parole Agent III (PA III) the Parole Agent II (PA II) (Specialist) will be a case manager and maintain security by providing daily supervision at the California Department of Corrections and Rehabilitation’s (CDCR) contracted community-based Enhanced Alternative Custody Program (EACP) programs. The PA II will work cohesively with the CC III relating to daily interactions with the participants. The PAII will be required to work varied days and hours.

DESCRIPTION OF DUTIES:

45% Maintain safety and security at the program facility by identifying and responding to all potential safety/security threats of assigned facility contract staff, inmate participants, visitors, and the surrounding community. Conduct a periodic security inspection of the facility, along with random searches of the assigned facility and EACP participants. Investigate any incidents and/or violations that take place within the facility and/or those involving EACP participants; Secure and inventory any contraband/evidence. Ensure the electronic monitoring equipment is ordered and enroll participants in the vendor’s database. Install the electronic monitoring device on the participant and review daily status reports to determine program curfew compliance and any alerts that occur. Investigate alerts for any violations of the electronic monitoring special conditions of parole and report your finding to the PA III and CC III. Monitor EACP participants in the community and provide verification of participant location. Monitor and/or respond to EACP participant’s program violations, and criminal behavior. Notify the CC III of any violations of the law or conditions of program eligibility; receive authorization from the CC III for any returns to custody. Notify the CC III, Captain and/or Correctional Administrator immediately of any major incidents. Follow established hold/arrest and escape procedures. Occasionally provide transportation for EACP participants as needed.

45% As the Case Manager, the PAII will assist eligible EACP participants who are at risk to reoffend or in need of services by providing supervision and accountability of all participants assigned to the program. Work with contracted/vendor staff to ensure participants are receiving required services. Assist contracted/vendor staff with case work by verifying and approving case treatment plans, as they relate to conditions of placement and/or criminal history. Periodically attend weekly case management meetings with the CC III and contracted/vendor staff to assist in the evaluation of non-compliant or poor performing EACP participants. Utilize Motivational Interviewing Techniques to solicit continued participation by participants and to ensure participants are participating in every aspect of the program as required by policy. Monitor and document compliance of their individual treatment plan. Be familiar with all EACP participants regarding their needs and case factors as it relates to their ability to participate in the program. Participate in group counseling sessions as needed. Notify the CC III and/or conduct follow-ups on EACP participants that fail to meet program expectations. Initiate POC if required. Assist with registration requirements. Complete the Release Program Study and assist with transition into community upon Earliest Possible Release Date. Complete monthly caseload specifications.

10% Assist Contracts Bed Unit with the development of new rehabilitative programs for the EACP participants. Attend Best Practices meetings/conferences hosted by DAPO or other CDCR departments in order to achieve higher performance in the delivery of program services and to identify and solve potential issues as it relates to safety. Research employment opportunities and other resources that could benefit the participants.
