Job Title: Business Financial Analyst I

DDL OMNI Engineering is currently seeking a Business Financial Analyst I to support our Information Technology Division.  The position is located on site at the Pentagon.  The successful candidate will provide budget analysis, execution administrative services, business management, operational support and planning support in a DoD environment.  The incumbent will conduct financial analyses to include execution reviews at the appropriate times in the PPBES cycle and recommend corrective actions to program office officials, which includes analyzing and highlighting budge irregularities or potential program issues.  The position supports all phases of the PPBE process and meets all OSD mandated timelines for submission of PPBE related document.  Duties also include, but are not limited to:

• Develop and execute budgetary processes, procedures and guidelines related to formulation, justification, presentation and execution of financial management program
• Support preparation of budget justification forms (R2, R3)
• Monitor, collect, collate, annotate and promulgate obligation and expenditure rates of committed funds for each program element
• Perform program integration and assessment of RDT&E programs
• Review current Congressional actions as pertaining to RDT&E funded initiatives and programs for program office equities
• Maintain program office entries within Executive Information System (EIS)
• Design, implement and work with advanced data collection methods, utilizing computer-based spreadsheet application for completion, qualitative evaluation and presentation of data, developing quantitative analysis supported by the data collection/evaluation effort.

Education:

Bachelor of Science degree and 3 years of relevant experience; or 5 years of related professional experience, in lieu of degree

Skills Required:

• Extensive working knowledge of the Planning, Programming, Budgeting and Execution System (PPBES), including DoD acquisition and contracting, business financial and administrative policies, procedures, goals and objectives
• Familiarity with DoD budget process and MS Office, particularly Excel
• Knowledgeable of 419s and POM Process

This position requires the ability to obtain a Security Clearance.
